Boerne’s Planning and Zoning Commission is scheduled to vote May 4 on a preliminary plat for Esperanza Phase 3I, a 94-lot residential subdivision on 22.358 acres southwest of the Fandango and Galisteo intersection, within the city’s extra-territorial jurisdiction.
The project is owned by Lookout Development Group, LP, with engineering by Kimley-Horn and Associates. At roughly 4.2 lots per acre, the plat also sets aside three open space lots totaling 1.632 acres, designated for drainage, sidewalk, and utility purposes. The plat identifies 39 Heritage Legacy Trees.
Primary access runs through Buena Vida, a private local street connecting to Galisteo Drive; Suavecito provides a secondary entry point. Water, sewer, reclaimed water, and gas will all be supplied by the City of Boerne. The property falls outside the SARA floodplain and the city’s Drainage Protection Zone.
The project is vested to subdivision regulations from 2008 under a development agreement originally approved that year and amended in 2023, meaning zoning authority does not apply in the ETJ. Staff recommends approval with the condition that the final plat substantially match the version date-stamped April 10, 2026.
